Message from the Director

Mission Statement 250The Town of Norwell has always been a great place to live, and it's important that we all do our part to make it better every day. The good people at Tree and Grounds, Highways, Cemeteries and Engineering are dedicated to the safety, convenience and positive experience in the Norwell quality of life. 

Each division has its own mission, including upgrades of infrastructure which may not be visible day to day. In dealing with mother nature, we continue to resolve emergencies, but also do our best to anticipate and prevent damage to roads, parks, playing fields and public ways from storms and flooding before they occur, simultaneously designing and implementing sustainable, longer-term programs to reduce future costs and effectively remain under budget.

Leaf Litter: DON’T BLOW IT!


Don’t blow, sweep or dump grass clippings and yard waste into streets or storm drains. Leaves in storm drains create blockages which can cause flooding. Storm drains also go directly into our water bodies without any filtration. Fall leaves contain lots of natural fertilizer which can pollute our rivers and streams. So mulch, compost, or use other proper disposal methods sanctioned by your town, just DON’T BLOW IT! For more tips on how to be WaterSmart, go to WaterSmartSouthShore.org.

River St Drainage Improvements

On River St in Fiscal 2018-2019, approximately 3700 linear feet of drainage improvements were done in three areas of concern.

1. Near Chittenden Lane
2. Near Green St 3. Near Tiffany Rd

Cemetery Application for Memorialization/Inscription


Application should be submitted for approval to the Cemetery Liaison prior to any work being started so there is no question concerning the acceptance of the proposed memorial. Acceptance of this application and of the initial payment does not constitute complete approval. The application is accepted with the condition that the memorial or marker is subject to a final inspection to ensure it is in compliance with all cemetery rules and regulations and with the specifications that were originally submitted. A current Price Sheet is available through the Cemetery Liaison, and checks may be payable to the Town of Norwell and should be included with this application.

Tree Planting Permission & Agreement Form

I herewith grant permission to the Norwell Tree Warden and the (Tree and Grounds Division) to plant the above noted tree on my land under the provisions of Massachusetts General Laws, Chapter #87, Section #7, and the noted tree(s) shall be a protected public shade tree for one year after planting under Section # l.

Thank you for your support. Your help demonstrates Norwell’s commitment to its open space and urban forest.

Public Shade Tree Removal Application

  1. I am/We are the record owner(s) of the lot referenced below.
  2. I am/We are requesting that the Tree Warden grant permission to remove a Public Shade Tree owned by the Town of Norwell located adjacent to my/our property.
  3. I/We understand that per Massachusetts General Law Chapter 87 the Tree Warden is required to conduct a public hearing. If at or before the public hearing written objection is received by the Tree Warden the removal of the tree shall be denied. I/We understand that all costs of the hearing shall be borne by the applicant.
